Professor Jacob Hyman (A.B. Harvard 1931, LL.B. 1934) was Dean of the
Law School, 1953-1964. He engaged in private law practice in New York City
(1934-1939), worked with the U.S. Department of Labor's Wage Hour Division
(1939 to 1942), and in the Office of Price Administration (1942-1946). Hyman
joined the university's Law School in 1946 and was named Professor Emeritus in
1981. The University of Buffalo Law School Alumni Association sponsored a
luncheon in Professor Hyman's honor October 22, 1971, paying tribute to his
contribution during twenty-five years at the Law School. According to the
1970-1971 catalog, Hyman taught in the areas of Collective Bargaining, Law and
Medicine, Civil Procedure, and Constitutional Law.
Task Force on Campus Construction
Professor Hyman was chairman of the Task Force on Campus Construction,
which was created by the Select Committee on Equal Opportunity. University
President Martin Meyerson established this committee in the wake of Dr. Martin
Luther King, Jr.'s death, "to enhance and expand educational, cultural,
economic, and environmental opportunities for minority and disadvantaged groups
in the Buffalo community and the State." Programs already in existence were to
be expanded: Small Business Marketing Assistance Program, Experienced Teacher
Fellowship, College Bound Program, Model Cities Program, Upward Bound,
Storefront Education Information Centers, Secretarial Training, Community Aid
Corps.
According to the
The Spectrum, (12/17/1968) the Select
Committee began Experimental Program for Independent Study (EPIS) in the fall
of 1968, admitting 120 students for undergraduate study. Six "task force"
committees were established on housing, faculty recruitment, campus-wide
employment, admissions, and the Task Force on Campus Construction, of which
Hyman was chairman.

of the events which led to a moratorium on campus construction declared by the
State University on March 20, 1969. On September 5, 1969, representatives of
the State University Construction Fund, organized labor, the construction
industry, and Minority Coalition, Inc. announced an agreement which would lead
to an "affirmative action" plan the recruitment and training of minority group
members.
The papers of Jacob Hyman include records documenting the Task Force
on Campus Construction from 1968 to 1971, including meeting minutes, reports,
correspondence, and news clippings. The collection includes legal documents,
correspondence, and notes by Hyman pertaining to Black Muslim Litigation,
1962-1970 and the case of
William SaMarion and Thomas L. Bratcher vs. Paul
D. McGinnis, Commissioner of Corrections, et al, relating to the
practice of the Muslim religion at Attica State Prison. The collection includes
records of the Committee on the Revision of the Charter, of which Hyman was
chairman. Also included records of the Fact-Finding Board, the Community
Welfare Council, State University of New York Personnel Policies Committee,
Educational Policy and Planning Committee, American Association of University
Professors, and the Temporary Executive Council.
